Welcoming new leadership: Introducing our new AGPAL and QIP Board Members
AGPAL and QIP are proud to announce the appointment of four outstanding professionals who bring a wealth of expertise and leadership to our Boards. We warmly welcome David Osman, Julianne Badenoch, Jill Linklater, and Libby Dunstan as they join us in our mission to drive excellence in healthcare quality improvement.
David Osman – AGPAL Board Director and AAPM nominee
David is a highly experienced practice owner, practice manager, accreditation surveyor, and healthcare trainer, with a strong background in General Practice, community health, and specialist practice. As an AAPM-certified practice manager, David has been actively involved in healthcare practice management for several years and currently oversees General Practice and urgent and ambulatory care supporting major hospital emergency departments. With extensive experience as a director and company secretary, he has contributed to numerous boards, committees, and representative groups.
Julianne Badenoch – AGPAL Board Director and APNA nominee
Representing the Australian Primary Healthcare Nurses Association (APNA), Julianne brings over 40 years of rural health experience as a Registered Nurse and Registered Midwife. Her distinguished career includes national health governance and policy leadership roles, such as Director of the National Asthma Council Australia and Director of the Yorke and Northern Local Health Network, where she chairs their respective governance committees. A graduate of the Australian Institute of Company Directors and Australian Institute of Clinical Governance, Julianne’s expertise in clinical and corporate governance will be invaluable to our mission.
Jill Linklater – QIP Board Director
Jill is a seasoned health executive with a diverse background in health, aged care, and disability services. Her extensive career includes roles as a nursing advisor, regional manager for the Victorian Department of Health, and Victorian Director of Aged and Community Care. Currently, Jill serves as a consultant and accreditation assessor, offering expertise in National Safety and Quality Health Service Standards, NDIS assessment, and ISO 9001 quality management systems. Her board governance experience spans multiple sectors, including health, aged care, and disability services, making her a tremendous asset to QIP.
Libby Dunstan – QIP Board Director
As the CEO of Brisbane North PHN since 2020, Libby has demonstrated exemplary leadership in primary healthcare. With over 20 years of experience in senior roles within the not-for-profit sector, Libby is committed to fostering partnerships that support person-centred care and deliver better community outcomes. Her strategic and operational expertise will strengthen QIP’s efforts in achieving quality improvement across healthcare services.
